The County is responsible for administering all construction activities on County roads.

This may include engaging an engineering consultant to provide design, contract administration and construction inspection of these projects on its behalf.

County staff work closely with the consultant and local road authorities in developing the project’s design and overseeing its administration throughout the design, tender and construction phases and payment approval.

Notice of Construction

As part of the 2024 Hot Mix contract, the County of Lennox and Addington will be utilizing a Stress Absorbing Membrane Interlayer (SAMI) surface treatment. The application will be applied to the following roads that are currently under construction:

  • County Road 7 between County Road 2 and the CN Tracks
  • County Road 41 between Thompson’s Bridge and County Road 12

The work is scheduled to take place from Tuesday, July 9, 2024 until Friday, July 19, 2024. All work is weather-dependent.

SAMI is a surface treatment that is applied to pavement and acts as a highly resilient waterproof membrane that seals and effectively delays reflective cracking. This application is installed prior to Hot Mix Asphalt. The SAMI consists of a combination of polymer modified asphalt emulsion, and chopped fibreglass strands, which are sprayed onto the pavement surface.

After applying the fibre membrane, an application of stone chip aggregate is placed. This process is similar to conventional chip seal coating. Road users are asked to drive carefully and watch for loose stones and dust. After a short period, a final lift of asphalt will be installed.

We thank you for your patience during this construction season. Should you have any questions or require further information please contact:
