Q1.  Can you please confirm if the $1.5M funding is intended to be the Construction Cost or the over-all Project Cost?

A1.  The funding is intended to cover the over-all project cost.
 

Q2.  If it represents the over-all Project Cost, has a budget amount been established for the construction cost?

A2.  The budget for construction cost has not been separately identified.
 

Q3.  Will the demolition of the existing building be part of the project?

A3.  Yes, removal of building is part of proposal.
 

Q4.  Can you please confirm that the County will be procuring an independent geotechnical investigation for the project?

A4.  The successful proponent would be expected to manage this work but the cost of the work would be paid for by the County of Lennox and Addington.
 

Q5.  Can you please confirm that the County will be procuring an independent topographic and legal survey for the project?

A5.  The successful proponent would be expected to manage this work but the cost of the work would be paid for by the County of Lennox and Addington.
 

Q6.  The County will benefit by receiving more competitive responses to this RFP if you could extend the submission deadline by one week.  (Most consultant offices are closed during the Christmas week.)  Thank you for your consideration.

Q7. Could you please clarify the form of contract intended to be used?

A7. The Canadian Standard Form of Contract for Architectural Services.
 

Q8. Could you please clarify how the Fee Factor referenced in the RFP is calculated?

A8.  If this question relates to Proposal Requirements number 5- Budget Summary, we are requesting that you separate your fees for Phase 1 and Phase 2.
 

Q9. Will a Price Form be issued to assist in the clarification/comparison of proposed fees?

A9. A price form will not be issued. 
 

Q10. Is there a site plan available (which could be provided before the Christmas break)?

A10.  Please reference Appendix B of the RFP.  A site plan will need to be developed.
 

Q11. Under Part IV Proposal Requirements-(4) Project Understanding - the RFP asks for “the number of hours/days being included in your work plan for each phase of the project”.   Could you further clarify the information being sought?  Is there a specific format for this information you are looking for?  We are interpreting this requirement to be a statement indicating the anticipated duration of Phase 1 activities, and the anticipated duration of Phase 2 activates, stated within the 2 page limit.

Q12. Is the $1.5 M budget identified in the RFP Construction Budget or Project Budget (including soft costs, permit fees, consultant fees, contingency, etc.)?

A12.  The budget for this project is $1.5M, all inclusive.
 

Q13. The project area is defined in the RFP as 3,600 square feet.  However, our many years of experience with Child Care Centre planning and design for other Municipalities and Agencies, using Ministry Standards and your program of requirements, suggests a much higher area (approximately 5000 sq. ft.) and a higher budget requirement (approx. $2.2 M) subject to County standards.

Please advise, for the purpose of providing the fee for Phase 1, shall we use our anticipated values above (for both area and budget) or shall we use the values provided by the RFP with the expectation that the consulting services fee will be adjusted should area and/or budget increase?

“The budget for Phase 1 shall include a maximum amount that cannot be exceeded.”  Do you require a regular fee based on the area and budget identified in the RFP and an additional maximum (upset) fee, perhaps based on the Proponent’s anticipation of the realistic area and budget as described above?
