County Council Approved the Follwoing Motion
March 14, 2012:
Moved by Councillor Schermerhorn
Seconded by Councillor Bearance
Whereas the Council of the County of Lennox and Addington has concerns over the Green Energy Act in relation to its application to industrial wind turbines;
And Whereas the Council of the County of Lennox and Addington is dissatisfied with regulations imposed by the Province of Ontario on the erection and operation of industrial wind turbines with respect to land use planning and the impact on our communities;
And Whereas the Council of County of Lennox and Addington is concerned with the confilicting information regarding the health effects of industrial wind turbines on citizens living in close proximity to these structures;
And Whereas the potential health effects is proven to be destructive and divisive to the social and cultural fabric of our rural urban communities;
Now therefore be it resolved that the Council of Lennox and Addington requests the Ontario Provincial Government to implement a moratorium on industrial wind turbines until independent health studies have been completed and a full environmental study be done to determine the possible impact, and all related portential costs be borne by the Provincial Government;
And further, that copies of this resolution be forwarded to Premier Dalton McGuinty, Hon. Chris Bentley, Minister of Energy and M.P.P. Randy Hillier and M.P. Scott Reid.

Association to Protect Amherst Island
January 25, 2012:
Dr. John Harrison, Association to Protect Amherst Island (APAI) introduced Carmen Krogh who gave a presentation to Council on the most recent research on the subject of health and industrial wind turbines.

Seniors Outreach Services
January 11, 2012:
Seniors Outreach Services Chairperson, Peter Burbidge made a presentation to County Council on the Lennox & Addington Seniors OUtreach Services 55 Plus Activity Centre.

Ambulance Service Review
September 14, 2011:
Paul Isaacs addressed Council regarding the IBI Group Final Report, Ambulance Service Review Update.

County's Ambulance Service
September 14, 2011:
Mark Schjerning, Chief, Emergency Services, provided Council with a detailed overview of the County's Ambulance Service with emphasis on the Denbigh and Northbrook Bases and the recommendations of the IBI Group's Ambulance Service Review Update Report.

Northbrook Ambulance Base
September 14, 2011:
Council approved a motion (CC-11-181) authorizing staff "to proceed with the development and issue of a public call for proposals for the required land, as outlined in the July 6, 2011 staff report regarding the Northbrook Ambulance Base".

Ambulance Services Deployment Plan
September 14, 2011:
Council approved a motion (CC-11-182) that "the "Ambulance Services Deployment Plan" be amended to eliminate the Tamworth Standby".

Ambulance Base in Loyalist Township
September 14, 2011:
Council approved a motion (CC-11-183) that "Staff provide a report outlining additional service and financial data regarding the potential addition of an Ambulance Base in Loyalist Township for Council's review at a meeting scheduled for October 12, 2011".

County of Lennox & Addington - Ambulance Service Review Update
September 14, 2011:
Council approved a motion (cc-11-184) "That the Warden forward a letter to the Wardens and Councils of the Counties of Frontenac, Hastings and Renfrew enclosing copies of the Final Report of the IBI Group entitled "County of Lennox and Addington - Ambulance Service Review Update" dated May 30, 2011 and requesting specific feedback regarding the IBI Group's recommendation "that the northern services (Denbigh and Northbrook) should be consolidated to a single base along the 41 corridor in the Northbrook/Cloyne vicinity and that one ambulance should be relocated to Loyalist Township"; and further "That copies of letters received by the County of Lennox and Addington from local municipalities and residents within each of the respect counties also be enclosed for response".

PELASS "Advance Avenue Capital Project"
September 14, 2011:
A staff report and video presentation* re the Prince Edward-Lennox & Addington Social Services "Advance Avenue Capital Project" was received by Council. (*The video was produced by the County's Information Services department with data, photos and narration provided by the Director, Social Services).

Land O'Lakes Tourist Association
July 27, 2011:
- Rachelle Hardesty addressed Council as the new General Manager of the Land O'Lakes Tourist Association.

Ambulance Services
July 27, 2011:
- Janice Powell, Executive Director, Lakelands Family Health Team, provided a presentation to Council on behalf of the Denbigh Ambulance Network, regarding the Denbigh Ambulance service.

Web Site
June 22, 2011:
The Director, Information Services provided County Council with a video presentation on usage of the County’s web site. From January to May, 2011, there were 129,249 page views. Most frequently visited pages included: Employment Opportunities; Library catalogue & Databases; Tenders; The John M. Parrott Centre; Economic Development & Tourism.

Ambulance Service Review
June 8, 2011:
Marvin Rubenstein, Associate, IBI Group, provided a presentation on the Ambulance Service Review Update Final Report with emphasis on the findings and recommendations.

Drinking Water
April 27, 2011:
Karla Maki-Edson, Communications Coordinator, Cataraqui Region Conservation Authority and Lucille Fragomeni, Communication Manager, Quinte Conservation Authority provided County Council with an update on the drinking water source protection initiative. Max Christie, Chair, Quinte Region Source Protection Committee, was also in attendance

Affordable Housing
April 27, 2011
: Chris Laundry, a Social Housing consultant currently working with Prince Edward-Lennox & Addington Social Services, provided County Council with an overview of the Draft Affordable Housing Delivery Plan for Prince Edward – Lennox & Addington.

Hayward Long Reach
April 27, 2011:
County Council approved a motion re-affirming its 1962 resolution endorsing the change in name from “Long Reach” on the Bay of Quinte to “Hayward Long Reach”, in memory of the famous racing boat rider, Bob Hayward.  Mr. Hayward is remembered in the County of Lennox & Addington for successfully defending the Harmsworth Cup for Canada, when he won the race in 1960 – on the Bay of Quinte, with Prime Minister John Diefenbaker and Ontario Premier Leslie Frost in attendance.  Mr. Hayward was inducted into the Canadian Sports Hall of Fame in 1960.  In 1961, driving “Miss Supertest III,” he again won the Harmsworth Cup on the Bay of Quinte (the only three time winner of the race).  One month later, Bob Hayward was tragically killed driving Miss Supertest II in the Silver Cup Regatta on the Detroit River.

County Motorcycle Rides Network
April 27, 2011:
Council was advised by the CAO that the Economic Development department had recently mounted an exhibit to promote the County Motorcycle Rides network, at the Toronto International Motorcycle show.  1,500 promotional brochures were distributed.  The County was featured in the March issue of HOG magazine and currently four motorcycle groups are planning tours in the County.

 Council was informed by the Director, Information Services of a special reception at the County Museum, Friday, April 29 at 7pm to open the new exhibit “Portraits by Napanee Photographer, Harry Skitch”.

Ontario Long Term Care Association Advocacy
April 27, 2011
: The Director, Emergency Services and Long Term Care, outlined the Ontario Long Term Care Association’s recent advocacy campaign, through which 8,000 ePost cards were sent to MPP’s and the Premier and 40,000 paper postcards were forwarded to the legislators.

Remembering Past Warden Jack Kippen
March 23, 2011: Past Warden Gordon Schermerhorn chaired the meeting of County Council, in the absence of Warden Henry Hogg who was on vacation. Councillor Schermerhorn extended condolences, on behalf of County Council, to the family of Jack Kippen, who passed away suddenly in Florida on March 14. Mr. Kippen served on County Council from 1979-1990 and was Warden of the county in 1981.

Remembering Fallen Firefighters
March 23, 2011: As acting chair of the Council meeting, Past Warden Schermerhorn extended condolences to the families of two firefighters from the Municipality of North Perth, Raymond Walter and Kenneth Rea, who died in the line of duty.

University Hospitals Kingston Foundation (UHKF)
March 23, 2011: Ian Wilson, Chair of the University Hospitals Kingston Foundation expressed appreciation to Lennox & Addington County Council for its significant contribution to the UHKF fund and provided an update on the progress of the Together We Can hospital redevelopment campaign.

Rural Ontario Municipalities Association (ROMA) & Ontario Good Roads Association (OGRA)
March 23, 2011: Chief Administrative Officer Larry Keech reported on the activities of the Eastern Ontario Wardens Caucus (EOWC) at the ROMA/OGRA conference in Toronto. Meetings included dialogue with Peter Hume, President of the Association of Municipalities of Ontario (AMO). A meeting with Minister's Panel included: Hon. Leona Dombrowski, Minister of Education; Hon. Carol Mitchell, Minister of Agriculture, Food & Rural Affairs; Hon. Rick Bartolucci, Minister of Municipal Affairs & Housing; and MPP Rick Johnson, Parliamentary Assistant to the Minister of Infrastructure. The EOWC also held deligation meetings with Tim Hudak, Leader of the PC Party and some of the PC Caucus, including MPP Randy Hillier; Hon. Deb Matthews, Minister of Health & Long-Term Care; Hon. Brad Duguid, Minister of Energy; and Hon. Carol Mitchell, Minister of Agriculture, Food & Rural Affairs.

Highlights of the EOWC's concerns included:

  • the need for provincial infrastructure investment and sustained levels of funding support
  • a request that the Provincial Ministry of Infrastructure commit resources to the develpment of a Growth Plan for Eastern Ontario.

211 Service
March 23, 2011: In 2010 the County of Lennox & Addington, City of Kingston and the County of Frontenac partnered with the Kingston, Frontenac United Way to introduce a 211 service for the residents of the three municipalities. 211 is a toll-free telephone number that connects callers to the non-emergency, social, health and government services that serve the community. The service is free and confidential. At the March 23 meeting, Council received a comprehensive report highlighting the usage in the KFL&A region during the first six months of 211 service. Council has directed staff to investigate ways of making the public aware of this important community service.

Loyalist College, Belleville, Ontario
February 23, 2011: Stuart Wright, Chair, Loyalist College Board of Governors, and Wilf Wilkinson, Co-Chair, Campaign Planning Committee, addressed County Council regarding financial assistance for the Sustainable Skills, Technology and Life Sciences Centre at Loyalist College.

1812 Discovery Centre
February 23, 2011: David Smith, Director, Fairfield-Gutzeit Society, St. Lawrence War of 1812 Bicentennial Alliance addressed Council regarding financial assistance to be utilized to market and promote the Discovery Centre and the War of 1812 Bicentennial events.

South East Local Health Integration Network (SE LHIN)
January 26, 2011: Georgina Thompson, Board Chair, and Paul Huras, CEO, LHIN, made a presentation to Council regarding the Clinical Services Road Map being undertaken by the SE LHIN in partnership with local hospitals and health service providers, to realign clinical services within the South East. Lennox & Addington County general Hospital CEO Wayne Coveyduck was also in attendance.

January 20, 2011: At the first meeting of 2011, the Manager, Economic Development provided details of the Economic Development  Awards dinner and the businesses who received awards:

Prince Edward Lennox & Addington Social Services Committee (PELASS)
January 20, 2011: At its Inaugural Meeting the PELASS Committee selected Prince Edward County Councillor Bev Campbell as its Chairperson and Lennox & Addington County Warden Henry Hogg as its Vice –Chairperson.

The PELASS Committee approved a motion that the Social Services Department commence work in conjunction with the Prince Edward County Planning Department on a Joint Report to Prince Edward County council and that a special meeting be held March 10, 2011, focusing specifically on matters pertaining to Affordable Housing, and associated planning efforts within both Counties served by PELASS and that members of County Councils not serving on the PELASS Committee be invited to attend.

KFLA Health Unit
January 12, 2011 - Representatives from the Kingston Frontenac Lennox & Addington(KFLA) Health Unit, Dr. Ian Gemmill, Medical Officer of Health, Tony Button, Director, Corporate Services, and Shannon Hegarty, Financial Officer, made a presentation to County Council on the services, programs and funding arrangements for the KFLA Health Unit.
