The County of Lennox & Addington plays a role in the maintenance of law and order in the county community and the “administration of justice”.
The County of Lennox & Addington has responsibility for the administration of Provincial Offences. They involve a range of legislation including the Highway Traffic Act, Compulsory Automobile Insurance Act, Liquor Licence Act and Trespass to Property Act. The County acts under the authority of the Provincial Offences Act (POA) which is a procedural law for administering and prosecuting provincial offences, including offences created under municipal bylaws and minor federal offences designated as contraventions.
The County’s Financial & Physical Services department fulfils that mandate by:
- Processing and prosecuting charges *
- Collecting fines (approximately $2.3 million annually)
- Enforcement of Unpaid Fines
- Scheduling court trials
PROVINCIAL OFFENCES COURT
Provincial Offences court is held every Wednesday and Thursday at the:

The County is responsible for providing interpreters on an as needed basis. French language court is scheduled once every three to four months in Napanee, and includes all requests for French language services that have occurred in our court service area as well as those in the County of Hastings and Prince Edward County. On occasion, there are special court sittings and trials that may last for several weeks (environmental offences) for which court room space and services must be provided.

*The County is not involved in enforcement which is handled by Police Forces and Ministry Officers. Judicial independence is maintained by provincially appointed Justices of the Peace for all court functions.
