The County of Lennox and Addington has held responsibility for the provision for the land ambulance services since January 1, 2001. Traditionally, the provincial government had administered this service through its Ministry of Health. The County of Lennox and Addington is committed to ensuring the continuance of the province's fundamental principles of ambulance service: accessibility, integration, seamlessness, accountability, and responsiveness.

Since 1999, this service has been administered locally through a municipal co-operative which was formed for the purpose of managing the land ambulance transition process. The co-operative was comprised of six upper-tier municipalities; Frontenac Management Board; Counties of Hastings, Leeds and Grenville, Lennox and Addington, Prince Edward and Renfrew.

Actual ambulance service delivery has been contracted by the Minister of Health and hospitals and private operators. A major study of the service was commissioned and the report "Land Ambulance Service Transition Study for the Municipal Co-operative of Eastern Ontario", was presented in March 2000. These documents have assisted municipalities in the area to determine a preferred option for the management and delivery of land ambulance services.

Lennox and Addington has contracted land ambulance to City Ambulance (Quinte) Ltd., Napanee - owned and operated by Hotel Dieu Hospital, Kingston, Northbrook Area Volunteer Ambulance Service and Denbigh Area Volunteer Ambulance Service.

Ambulance Service is categorized into priority codes for calls including deferred, scheduled, prompt, urgent, and standby.

Ambulance costs are shared (50-50) between the County and the province of Ontario.

A provincial-municipal committee (Land Ambulance Implementation Steering Committee) is examining critical issues such as non-emerging inter-facility transfers, cross-border billings and dispatch.
